What did you use for the base of the shoes and around the bottom edge
I used craft foam.
I used a green craft foam and then I painted it with an olive colored paint.
What tool did you use to make the wholes in the corks
I just use a drill. If you don’t want to drill, you can use the larger hair noodles and cut them to length. https://amzn.to/3blj9Ln

How do you do Skirt because I don’t see the pattern for it
I have the measurements only on the pattern because it would not fit on an 8 1/2″ x 11 piece of paper. Here are the measurements
Skirt 16.5” x 1.5”
Skirt waistband – 1/2”
